Backstory:
Jeanine was born in Erudite and on Choosing Day, chose not to leave her face. Later on she was chosen as leader of her home faction solely based on her high IQ score. She developed the Aptitude test that helps to show 16 year olds which faction they are best suited for.
Jeanine writes many newspaper articles about Abnegation based on lies that are later published in newspapers run by her faction. The newspaper articles lead citizens to believe that Abnegation is actually a selfish and greedy faction.
Jeanine knew that the city of Chicago was simply an experiment by the Bureau, but she wanted to be the supreme leader of Chicago and control her own little city instead of going outside and facing the reality of the world.
Events of Divergent:
Jeanine creates a serum that controls the members of Dauntless to force them to kill all of Abnegation. When Tris and Tobias are captured, she injects Tobias with a different serum that works on Divergent and makes him go to the control room to oversee the attack. Meanwhile, she sentences Tris to death.
Events of Insurgent:
Jeanine sends traitors of Dauntless and people of Erudite to hunt the Divergents and bring them to Erudite headquarters for testing. She creates another serum that Eric injects into Dauntless during his attack on Candor. The Erudite leader sends Max to Candor to bring back Eric, Divergent, and those not injected with the serum, but the mission fails when Max is shot in the chest by Lynn. Jeanine becomes unsuccessful in her attempts to find out the locations of the factionless safe houses because she is unable to find a serum that can control Tris. She orders for Tris' execution, but as Dauntless and factionless attack the Erudite compound, Jeanine is cornered in her own laboratory by Tori. Tori stabs Jeanine with a knife and kills her, as revenge for Jeanine's ordered execution of Tori's brother, George.
